Shelby County Jail Overview
The Shelby County Jail is operated by the Shelby County Sheriff's Office as the local detention facility for Harlan and the rest of Shelby County. It is a county jail, not a state prison. That distinction matters for inmate lookup because the jail handles recent arrests, people waiting for court action, court-ordered jail sentences, and approved work-release sentences, while felony commitments move to the Iowa Department of Corrections after sentencing.
The county jail page identifies the facility as connected to the Sheriff's Office, built in 1985, staffed and monitored around the clock, and designed as a 14-bed jail. The same source says Shelby County Jail processes about 600 to 800 inmates per year. Local police and sheriff bookings from Shelby County communities route through this jail unless the person is released by citation, moved under another court order, or transferred to another agency.
The county's jail overview page shows the facility facts used for this Shelby County Jail record lookup. See the official Shelby County Jail overview for the source screen.
The overview is useful because it separates the physical jail address, the direct jail phone path, the 14-bed capacity, and the annual processing estimate from other sheriff services.
Shelby County Jail Population
Shelby County Jail is small, so a few bookings can change the occupancy picture quickly. The county jail page gives the rated capacity as 14 beds. Vera's county incarceration dataset reports the same rated capacity through 2023 and lists a 2023 jail population figure of 13 for Shelby County. That puts the 2023 figure at about 92.9 percent of rated capacity. The same Vera row reports 10 people in pretrial custody and 3 in sentenced custody for 2023.
County board minutes add local operating context. In April 2018, jail staff reported 101 inmates processed so far that year, an average population of 10, and an average stay of 12 days. In September 2023, Jail Administrator Kyle Lindberg reported the jail was very busy and on pace to break calendar-year booking records. In May 2024, the quarterly jail report stated that 206 persons had been processed so far in calendar year 2024.

Lookup Shelby County Jail Inmates
Shelby County does not publish a normal static roster table in the captured official pages. The official online starting point is the Sheriff's Arrests page, which embeds a Power BI report for recent arrests, statistics, and active inmate information. If the embed does not load, use the full-screen Power BI report, then confirm custody through the jail line or IowaVINE. A broader Shelby County custody search is covered on the jail inmate records page when the question involves released inmates, court charges, or other lookup channels.
- Open the official Shelby County Sheriff's Arrests page and allow the Power BI report to load.
- If the frame is blocked or hard to use, open the full-screen county Power BI report from the same source path.
- Check the visible recent-arrest, statistics, or active-inmate areas without assuming fields that are not shown.
- Call Shelby County Jail at 712-755-5026 Option 2 if the person is not visible or the custody status is unclear.
- Use IowaVINE for custody notification, Iowa Courts Online for filed cases, Iowa DOC for sentenced state prisoners, and federal or ICE locators when custody is not local.

Shelby County Jail Visitation
Shelby County Jail uses video visitation for standard public visits. Visitors need government-issued photo ID. A person who was incarcerated in Shelby County Jail within the last 90 days cannot visit, and any visitor under the influence of drugs or alcohol can be denied entry. Visits are recorded and monitored, no visit lasts more than 20 minutes, and no cell phones, cameras, recording devices, recording, or pictures are allowed during visitation.
The county visitation source lists two ordinary public visitation days each week. Attorney and minister visits are treated differently and are allowed at a reasonable hour. Jail staff may deny, suspend, or end a visit for security, control, conduct, dress, equipment misuse, or other published rule concerns.
| Day | Hours | Type / Rule |
|---|---|---|
| Tuesday | 9:00 AM-11:00 AM | Video visitation |
| Friday | 9:00 AM-11:00 AM | Video visitation |
| Friday | 1:00 PM-3:30 PM | Video visitation |
| Any visit day | No visits after 3:30 PM | Office lobby closes at 4:00 PM |
| Attorneys and ministers | Reasonable hour | Unlimited access under the county rule |
The county visitation page documents the schedule and core rules. Review the Shelby County Jail visitation source before traveling.
The schedule is narrow, so confirm custody and visit eligibility before leaving for the jail lobby.
Shelby County Jail Mail and Money
Mail must use the inmate's full name and the published mail address at 612 Court St in Harlan. The jail screens material unless it is privileged under Iowa law. The county mail rules restrict packages, obscene or pornographic material, personal checks, food, and envelopes covered with excess writing or drawings beyond the needed address information. Mail with obscene content may be placed in the inmate's property for release rather than delivered.
Commissary and account funding use TurnKey Corrections and Inmate Canteen. Orders are twice weekly and must be submitted by Monday and Wednesday at 9:00 PM for expected Wednesday and Friday delivery, although shipping delays can occur. Friends and family may fund accounts at the Sheriff's Office lobby kiosk with cash, debit, or credit, and the county page states the vendor may also be used to post bond after the amount and eligibility are confirmed.
| Service | Provider / Location | Detail / Fee |
|---|---|---|
| Commissary | TurnKey Corrections / Inmate Canteen | Account setup, inmate lookup, and order placement |
| Order deadlines | Inmate Canteen | Monday and Wednesday by 9:00 PM |
| Expected delivery | Inmate Canteen | Wednesday and Friday, subject to shipping delays |
| Lobby funding | Sheriff's Office kiosk | Cash, debit, and credit accepted |
| Cash deposit fee | TurnKey | $2.00 vendor fee |
| Card deposit fee | TurnKey | $8.95 vendor fee |
The county commissary page shows the TurnKey and Inmate Canteen details used for Shelby County Jail deposits. See the official Shelby County Jail commissary source for the posted vendor rules.
The fee table should be read as vendor-account guidance, not as a court bond schedule or a guarantee that a person is eligible for release.
Shelby County Jail Phone Text Video
Shelby County Jail uses Reliance Telephone for phone, text, and video-call services. Inmates cannot receive incoming phone calls, and jail staff will not pass personal messages except messages of an emergency nature. After booking, calls are collect if accepted by the receiver, and inmates may also buy phone cards through the jail. Most inmates have daily access to telephones in housing-unit dayrooms.
Texting devices require application and approval. The county lists inbound and outbound texts at $0.09 each, audio or video on the texting device at $0.25 per minute, and Reliance Connect App video calls Monday through Sunday from 8:00 AM to 10:00 PM at $0.50 per minute charged to the inmate. Calls are recorded and monitored. Reliance support is 1-800-896-3201.
Shelby County Jail Work Release
Work release at Shelby County Jail is not a simple inmate request. The county room-and-board page says work release must be approved by the court in the sentencing order and approved by jail administration before the person arrives. Approved work-release inmates must wear a GPS ankle bracelet while in the custody and control of the jail. They are also subject to intake and random alcohol or drug screening.
Published room-and-board charges are separate from bond. The county cites Iowa Code 356.7 for sentenced-inmate costs and lists $30 per day for sentenced straight-time inmates, $35 per day for 48-hour increments, $35 per day for work release, and $65 per day for approved out-of-county sentences. Work release is generally limited to Monday through Friday, up to 50 hours per week, with no weekends or holidays unless approved by the Sheriff or designee before arrival.
Shelby County Jail Conditions
Shelby County publishes limited program detail, but the available county material identifies several custody and conditions points. The sheriff's PREA page states support for the Prison Rape Elimination Act and a zero-tolerance policy for sexual assaults made or attempted by inmates or staff. Reports may be made by calling the Sheriff's Office at 712-755-5026, and friends or family may report anonymously. The PREA page also says inmates may file grievances, speak with a case manager or unit manager, or report to a trusted correctional officer or staff member.
County board minutes show continued facility attention. The April 2018 quarterly report noted staff mental-health and crisis training. January 2024 minutes approved use of Jail Room and Board Fund money for a new camera system. May 2024 minutes reported two new hires in training and an expected State Jail Inspector visit. No Shelby County jail lawsuit, consent decree, active sheriff press release, or recent inmate-death report was located in the reviewed official sources.
Note: Confirm custody, visit approval, and schedule details with Shelby County Jail before traveling or sending money.
Shelby County Jail Directions
Use 1104 9th St in Harlan for navigation to the jail and Sheriff's Office. The county jail page says the jail is connected to the Sheriff's Office, and the county's direction link resolves to that physical address. The 612 Court St address is for inmate correspondence and other courthouse-area county functions, so it should not be used as the arrival point for visitation, jail-time reporting, kiosk deposits, or in-person jail questions.
Drivers coming from US-59 or IA-44 should enter Harlan and navigate toward the Sheriff's Office area on 9th St. Official county pages do not publish visitor parking, overflow parking, public transit, or ADA entrance details. Call 712-755-5026 before arrival if accessible entry, parking, or specific lobby access matters. The Shelby County inmate population overview gives the broader county jail context, but arrival questions should be verified with the jail before the trip.
